What is the purpose of this exercise?
To stretch the hip flexors (illiopsoas, rectus femoris, and tensor fascia latae/ITB) and/or improve their relative stiffness relationship with the lumbar spine
Why would you utilize it?
We expect to have loosely around 10 degrees of hip extension (bringing the thigh back behind the body) although some sources find 30 degrees is normal. Limitations in hip flexor mobility can prevent us from reaching that full 10 degrees of hip extension. A lack of hip extension can lead to compensatory movements like extending (arching) the spine when trying to bring the leg behind us (as when walking or running)
From a performance perspective: Sufficient hip flexor mobility and hip extension is important for ability to run with an optimal gait pattern. Having enough motion is also important for a variety of other sports like swimming (to be able to kick without excessive spinal motion.) When it comes to lifting weights having adequate motion is important to be able to lockout without excessive spinal extension with deadlifts and squats.
From a pain standpoint: If we have lower back pain that is aggravated readily by lumbar extension (arching) and lack adequate hip flexor mobility then that limitation -may- be a contributing factor as it would mean every time we try to bring our leg back behind us we will be forced to move more into lumbar extension. With that said, the hip flexors often receive too much credit when it comes to this
