Building on his research into legal documents from the 1960s to the 1980s in the GDR, Francis Hunger’s film, Statistische Hypnagogie, reflects on the vital role that statistics played in the economic planning and electronic data processing of the former socialist state.

In the GDR, nearly all procedures, institutions, and juridical frameworks were adjusted as a result of statistical data. These legal documents formed the foundation for the National Statistical Office (“Staatlichen Zentralverwaltung für Statistik”) and the Central Office for Primary Documentation (“Zentralstelle für Primärdokumentation'') at Haus der Statistik.

The operations of these administrative bureaus supported the National Planning Commission, which was responsible for carrying out the objectives of the planned socialist economy. In this work, commissioned by Zentrum für Netzkunst, Hunger uses historical footage of Haus der Statistik to examine how bureaucracy, statistics, and computational technology were involved in manufacturing an administrative parlance for the GDR.

The unwieldy, bureaucratic terms, together with historical footage, echo through the building and counteract with the current cityscape at Alexanderplatz in post-GDR Berlin.
