The National Education Association was founded in 1857. In 1960 NEA members voted against collective bargaining and unionization. In 1962. President John F. Kennedy signed a highly controversial Executive Order allowing collective bargaining in the public sector. Everyone knew public employee unions were putting the unions on both sides of the bargaining table, putting politicians in office and then bargaining with them on the other side. It created corruption, and gave unions undeserved power. Teachers in opposition were silenced and bullied into submission. In 1979, President Jimmy Carter established a Department of Education, and the federal government effectively took control of local schools.
