Municipal leaders are often having to consider ‘Investment X’ against ‘Investment Y’ or, the other alternative, ‘No Investment’. Planning for your investment will help guide these decisions and enable you to determine the best course of action with your limited resources.

In this video, Mooresville Town Manager Randy Hemann will look at case studies and discuss successful economic development plans and some concepts and questions that should be on the mind of every municipal leader as these conversations occur.

Randy Hemann: Town Manager of Mooresville since September of 2019 where he has helped the Town create a vision for the future and work toward that vision. Prior to coming to Mooresville, he served as Assistant City Manager for Community Services in High
Point where he helped construct a $36 million baseball stadium that spurred
downtown growth which is now anticipated to reach $370 million in 5 years. Also, he
helped streamline the building inspections process and increased community code
enforcement to help clean up the community. Prior to High Point, Hemann was City
Manager in Oxford, North Carolina for two years following a 27-year career in the
field of downtown development in Salisbury, Kinston and Benson, North Carolina.
