A Call to Action: The Imperative for Libraries and Publishers to Better Share/Understand the APC Waiver Process

Closer examination of waiver policies and the assumptions undergirding them raises serious questions about what further work needs to be done to “decolonize” scholarly publishing as the transition to open access (OA) continues. What are the implications for this work if Gold OA article processing charges (APCs) remains the primary business model? How do we ensure that we are “designing for dignity” (in the words of Kamran Naim, Head of Open Science at CERN) and not just further reinscribing current inequities?

This presentation will provide an overview of the waiver process from a native OA publisher as a springboard into discussion of the role of waivers in the business model landscape dominated by transformative publishing agreements. We'll use research from Audrey Smith, Ph.D. candidate from the University of Florida, to kick off the discussion of the inequities in APCs.
